Can Democracy ever flourish in a Middle Eastern culture?

Can barbaric people conform to a westernized political philosophy such as Democracy? Are there currently any Middle Eastern countries that use Democracy as their chosen political system? I can't think of any. While America is trying to impose Democracy upon Iraq I wonder if the people of Iraq will ever embrace it. I believe their culture won't allow it. Some countries are just not cut out for Democracy. What are your thoughts?
